Honestly,

It sounds like a Customer Service Rep. was making this up because they did not have an answer for them. By the way, they could have given a drivers license instead. But the rep did not realize that was an option as well.

Sad.

No conspiracy here, just poor training.

I had to research this further as it was totally unbelievable to me. I guess it was an error on the cs rep's part.

Comcast's customer service czar Frank responded to our post "Comcast: "The Patriot Act" Mandates We Need Your SSN" by saying it was an error on part of the agent. Via Twitter he said:

Our policy is SSN not required. I believe the agent came from financial services where that is the policy. We have coached them.

It is used to get information on your credit so that the company can determine how much if any deposit is needed.
