My Window Wipers on my Ford truck keep randomly turning on while I'm driving.
It's a '99 Ford Ranger, just wondering if anyone knew of a way to fix it before I try to repair it myself, or take it to a shop.

That is funny you posted this...I have a 93' F 150 that does the same thing. I just pulled the fuse out. A Mechanic told me it was probably in the switch, which is the turn signal handle for my year. I don't know what a 99 has. Anyways i am going to order a new one from LMC. www.lmctruck.com... I hope it works.

Replacing the wiper control module could probably solve this. I had my truck checked last week and most of my ford truck parts were in good condition aside from my wipers.

From what I can ascertain there is a recall regarding this issue which means "I think" that you can get it fixed for free by a Ford dealer. I think it depends on the VIN number of your vehicle whether it's included in the recall or not

Here is the recall notice.

which says

PROGRAM TERMS: This program has no expiration date.

so maybe you can still get it fixed, they replace the multi function switch

Check if the Fuse box is working well or maybe get a new box or wipers.
