Why can't the government regulate scientific research?

We could stop scientists from killing to-be people for use of stem-cell research but we can't stop a machine that could have the potential to destroy the human race? What the **** is wrong with the government? Nevermind that question... what the **** is wrong with mad scientists? Thinking that we will be fine and their math is perfect and all.
