Remeber the source people this was from an aircraft, shot through a slanted side window at a velocity of 400-500 knots on an object that was 10,000
feet lower and about 2 miles "out" moving at an unknown rate. Any deviation regardless of how slight in the airstream that the aircraft/photo point
was traveling in, would change the exposure point of the photo, the wisps were created from the airplane "jiggle" and the lights could have been
moving "in" toward the aircraft.
This observation was at night and there would be no way to verify the identity of the "objects" through this photo.
