I've been keeping track of the activity on my site via webalizer and happened to notice that someone came over to my site from this site: www.ratemycop.com... Never heard of it before!

All it means is that someone was on the RateMyCop site before visiting his site. I don't think the site is related to actual law enforcement agencies - its like "rate my professor" but you rate your experiences with cops. Of course, I can see this might be used to generate positive PR for the police state worker drones if the honest and unbiased reviews are kept out.
