Taped Gouverment Conversation

I found audio tapes of people talking I dont know who they are but they can either be Dic Cheney or Canadian Prime minister Paul Martin can some one please verify if any of these vioses are from either of these people.

Sorry. Can't clarify but great link by the way. I can't tell who they're talking to. It does sound like they're conversation is being monitored by the electronic beeps though.
