Honestly, I don't think aliens would care about that sort of thing. They aren't bound by any treaties I've ever seen. Frankly, it's nigh-impossible to get one to be a signatory in a treaty, let alone get one on decent quality video.

But there's no law against nuclear engines (except possibly nuclear pulse-detonation engines), reactors, or generators in space. RTGs are actually fairly common in space exploration probes. China plans to put a robot rover with one on the moon pretty soon. They're handy because they last for decades and don't require sunlight.

The main reason that major powers agree to not militarize space is that it's not particularly effective anyway. space-based weaponry is rather vulnerable and expensive. Both China and the US have the capability to knock satellites right out of orbit, and it wouldn't be a stretch to assume Russia does too. There's just no real good defense against comparatively cheap anti sat missiles, and the advantages gained by being in space aren't yet enough to outweigh the problems.
