I don't think taxpayers would support it if the purpose was to send up feeloading average joe. And why don't you believe Spaceshiptwo will be real? It's kinda impossible to fake that much weightlessness. Also look up Dennis Tito and friends; they payed $20 million a piece for rides to the ISS aboard soyuz craft, so yes, there have been civilians who rode into space. Don't forget Christa McAuliffe's backup teachernaut, Barbara Morgan, who recently rode on the space shuttle too.

I guess you are not aware. Its not called civilian space travel, but space tourism. Many have been there :

Of course, you need a lot of $$$
