If it was a craft, which I doubt, it would most likely be pilotless.

Propulsion system could use charged particles, but would also have to generate some anti-grav field.

To me it looks like some sort of ring or the sides of a cake tin tossed in the air while a second person snaps some photos. Not convincing at all.

Looks fake to me, but again I'm no expert.
The ring seems to have a different contrast to the rest of the picture.

I've found something that looks to be very similar, NOT claiming that it is the object in the OP, just pointing out some interesting similarities:
Original Circoflex Kite Plan

What is a Circoflex
The Circoflex is a ring shaped kite that consists of a strip off fabric 750 x 50 cm. ( or 1000 x 60 cm), a seam of 2 cm at front containing only the construction material, a reinforced fiber ring of 750 cm (or 1000 cm) 3 or 3.6 mm and a seam at the back containing a 2mm line to ply the fabric into a curve that increases the wind pressure in the construction. The Circoflex has 12 bridles that join in groups of 7 and 5, interconnected with a string to adjust the flight angle.

OK, I've spent 20 years living in Madison so I know the area pretty well.

I have confirmed the location of the Park and the Roads mentioned. (Old Sauk Rd. And Greenway Blvd.). The Wexford park I've never been to. However I've been able (via google) to determine that it exists and is in the area reported.

Searches of the Local news stations websites reveal the following.

Channel 15 (WMTV-NBC): The only thing that I found was an article dating back to January and it involved one in Texas.

Channel 3 (WISCTV- CBS, I believe): 71 results using UFO and Wexford as search criteria. Nothing in that time frame reported. Search results

Channel 27 (WKOW-ABC): 3 results. Nothing dealing with the UFO siting.

Channel 47 (WMSN- FOX): No results using UFO and Wexford.

Channel 21 (PBS): No results.

So it apparently wasn't reported to any local news outlets. If my friends who live in Madison had heard anything then I would have heard of it as well.

I'm not going to make any conclusions at this point.

Edited to add:
No City of Madison Police reports during that time frame that deal with this.

Looks damn near identical. Good job, as per usual, Internos!

When zoomed in the pixels are distorted and non consistent around this object.

Gives the "impression" of cut and paste.

That's normal JPEG compression around high contrasted areas.

I didn't believe it could be a kite because of the solid looking metallic aspect and no visible string. Actually it must be very thin mylar reflecting the sunset. Good find Master Internos.

With a small aperture (iPhone) in bad light (sunset) and no motion blur, not possible.

Actually if you had read what Phage and Internos have said, it would appear more likely to be a kite.

Sorry, I don't analyze crappy youtube videos. There are too many fakes and no way to verify who made them.
