Well an statement today from Russian President Dmitry Medvedev shows that in fact that Russia is taking steps to be ready for both defensive and offensive actions, to protect themselves from the shield:

"First, I am instructing the Defense Ministry to immediately put the missile attack early warning radar station in Kaliningrad on combat alert.

Second, protective cover of Russia's strategic nuclear weapons, will be reinforced as a priority measure under the programme to develop out air and space defenses.

Third, the new strategic ballistic missiles commissioned by the Strategic Missile Forces and the Navy will be equipped with advanced missile defense penetration systems and new highly-effective warheads.

Fourth, I have instructed the Armed Forces to draw up measures for disabling missile defense system data and guidance systems if need be...

Fifth, if the above measures prove insufficient, the Russian Federation will deploy modern offensive weapon systems in the west and south of the country, ensuring our ability to take out any part of the US missile defense system, in Europe.

One step in this process will be to deploy Iskander missiles in Kaliningrad Region. Other measures to counter the European missile defense system will be drawn up and implemented as necessary.

Furthermore, if the situation continues to develop not in Russia's favor we reserve the right to discontinue further disarmament and arms control measures. Besides, given the intrinsic link between strategic offensive and defensive arms, conditions for our withdrawal from the New START Treaty could also arise."

At the same time NATO KFOR troops are having real issues in the Serbian Area, traditionally an strong Russian stronghold:

KFOR troops withdrew yesterday after coming under attack from Serbian Nationalists who wont accept the Kosovan Border and territory, this is escalating and todays incident comes after a series of deaths, bombings and such like in the area.

This ties in strongly with the Missile defense shield, as having NATO troops in one of the old satellite states of USSR (Yugoslavia) on their border, also the same in Georgia and in the west the shield and armanents in Poland et el.

The first statement made by the Russian leader leaves no doubt how Russia as I always stated view this move, it is seen as an direct and outright enclosure and circling of Russia, Post 9/11 and Iraq Afghanistan who can blame them for taking steps to ensure their own protection?

Russian NATO envoy is going on tour soon to discuss their reponce to the shield with allies:

Russian envoy to NATO Dmitry Rogozin will visit China and Iran in mid-January to discuss a U.S.-backed global missile defense network.

“We are planning to visit both Beijing and Tehran soon under the Russian president’s directive, to discuss the planned deployment of a global missile defense network,” Rogozin said during a roundtable meeting at the lower house of the Russian parliament.

Also Iran has threatened the shield in Turkey:


Iran will target elements of NATO missile defense network in Turkey if attacked, Iran’s Mehr News agency said citing a senior military commander.

"If we are threatened, initially we are prepared to target the NATO missile shields in Turkey and then we will target other places,” Amir Ali Hajizadeh, commander of Iranian Revolutionary Guards’ Aerospace Force, said on Saturday.

Turkey agreed in September to host a U.S. early warning radar in the southeast of the country as part of NATO's missile defense network. The radar is aimed at countering ballistic missile threats from Iran.
