whats up with ats (mod quotes)

i am curious
why mods have a new quote mark telling people that they are participating as members.

have things gone that bad that people that moderate ats need to have features
to show people that they are members aswell?

but was looking through ats and to be honest i am gobsmaked
as no other forum needs to go that far,
