This is very common in older pictures and here's why. Back when photography was still pretty new, the exposure time for pictures was a lot longer. People would have to sit for pictures for sometimes longer than 20 min (especially indoors where lighting was poor). During this time people can't help but move their eyes and so this is why you get a lot of weird looking eyes in old photos.

I learned this all in photography class last year
