Okay, here goes:

it decrypts to "Consumed sushi along side lit vine nko"

I'm working on anagrams, but it's a long one and taking a lot of time.

Here's how:

That doesn't make sense to me...

I broke it down into two phrases with each line being its own clue.

The first phrase broke down into "Company Paper"

I agree that it doesn't make any sense ... but look at the key. It's not random, it's structured. It's not coincidence.

Where did you find that key?

The first color, according to the earlier list on page 1, is 1d1d00, yet that's not in the key.

Do you have something against the letter 'K'? I guess that's what you used for 'black', eh?

From the 16 hex-valued colors that are used, filling in the missing ones and ordering from smallest number to largest number.

Once the puzzle is solved, the site automatically updates to the next puzzle. So you don't need to enter previous answers to keep up. Right now we are on puzzle 4 and when you look at whatistheconspiracy.com, you should see a rectangle with varying shades of pink.
