It is protocol as far as I know (which is not very extensive on this topic), but is stands to reason that they would need to protect the president.

I remember the news saying that they would stay in the air, taking random stops to refuel that were not predetermined so he would be safe.

As far as many medals won by Kerry, won is correct, as they weren't earned. His "medal winning" has already been more than covered, as well as there less than honorable methods of "winning" them. Vote for him if you like, that is your right. Just don't sully the good name of the 101st in your efforts.
