Oath of Elite??

I read a long web text on a site a few months ago.... and i cannot for the life of me remember or find it again... basically it was this oath left on a forum some time ago made up or not it was very interesting... it went something like this: we will keep the people dumb downed and over stimulated because we are the enlightened ones blah blah blah... if anyone knows of this website and this long oath... it was about 2 standard web pages please post. also it was a site that was dedicated just for this posting.... please i have tried endlessly to find it again but cannot....and if anyone knows where it is it would be on this forum...thanks in advance
