Philadelphia Experiment and last years blackouts

Was listening to a guy on the radio last night and he was talking about the Philadelphia Experiment. He talked about how survivors from the ship told of how they went forward in time by 20 year incrument ending in 2003, befire returning.
He also said, and this I find interesting, that the blackout on the east coast of the USA last year happened on the 60 anniversary of the experiment and was centered around a navy base the survivors said the ship had appeard in. He didn't give anymore details only his website.
