I can't read any fine print to see if it says "not legal tender" but it is supposedly signed by A. Hamilton, and has some goofy "Right to bear arms" symbol on it. No dates but it says "US MILLENIUM NOTE" so I think it may really be an effort at counterfeit, not just a joke item. Hard to tell.
