I'm gonna take this from 2 points. The small town where I grew up and the medium city that I call "Home"

1) Not all that likely. A terrorist would probably use something that would do more damage than a firearm.

2) A bit more likely but still pretty slim.
In the small town I can't say that I've heard of a police officer firing a shot a shot in the last several decades. In the medium city they are trained not to do so unless absolutely necessary.

That is truely a tough question where I live (British Columbia, Canada),
I'd say police. The thing is it really could be either here...

No terrorists here, no police, in fact I'd probably get shot while fixing my roof by a french hunter after a good lunch.....

You are more likey to kill yourself than dying in a terrorist attack.

I don't think the being shot by a terrorist will be the first thing on the list to happen in my small, West Virginia town.

More than likely, since we have a CSX double track mainline running through town, the first thing to happen will be a freight train derailment. The being shot by the local police would be a close second, but we have lazy cops here.
