"As far as the cost of this disaster, we don't have a handle yet," Paulison said.

He said that the Midwest flooding is not as big a disaster as Hurricane Katrina, but still significant.

Disaster provisions in the deal include:

- $897 million for the Federal Emergency Management Agency's disaster fund;

- $300 million for community development block grant money;

- $100 million for Economic Development Administration grants;

- $266 million for a disaster loans program run by the Small Business Administration.

Also in the package is $605 million for the U.S. Army Corps of Engineers to repair dams and levees, $390 million for a U.S. Department of Agriculture emergency watershed program and $89 million in USDA emergency conservation money.
