How will we respond militarily or financially to Alien contact?

If the Aliens show up through coming from the sky or a message from outer space, how will we respond militarily or financially?

Military Standpoint
Will we try and shoot it out of the sky or will we try to capture it and hide the craft somewhere out of public eye?

But, if we try and hide it and it they were coming just for negotiations what is stopping there whole race from wrecking hell on all of us?

Financially
Will we setup another agency just to look into this or will another agency budget be expanded. We are already tight on money, so will another agency take a loss?

Just some questions I had from watching the movie Contact.

I believe both actions have been already implemented but kept out of public view. You should keep the option of getting religiously involved once disclosure does happen. A new religion may form to worship space travelers.
