Lol,well I don't know exactly how the DIGG system works other than members go to it and 'DIGG' a thread.Well yesterday it said I had 3,now I only have one.I was wondering how that happens?

On Digg.com, it's possible for DIGG users to "dig down" a topic... in essence, to reduce the number of "DIGGS." So it's possible to loose DIGGS, but not ATS flags.

Ahhh.. I understand now.
It went down to 1 from 3, so it's not 4 total.

Skeptic explained it.

Can I find out who 'digged it down'?

I'd rather doubt that!

I go to Digg's all the time. Once your a member there, (I don't know the exact # of members there are), you can "BURY" a "Dugg" article , these are the "Options" they give you as a reason to "Bury" an article,

Duplicate Story
Spam
Wrong Topic
Inaccurate
OK, This is Lame

So anybody who's a member of Digg can "Bury" any "Dugg" article, there's no way of knowing who did what.

Not that I know of anyway

That's unfortunate as my newest main thread(ultra black projects)doesn't deserve 'duggs' IMHO.
