The U2U private message system requires that you have 20 posts before you're able to message other members. You can always message members of Staff though.

Don't worry about it. He's just being a jerk.

When you post in all caps it's hard for people to read, and people think you're "yelling", so they ask you not to do it.

UFO, I was not trying to a jerk as stated above. The picture was just an example of the way many people percieve posts typed in all capital letters.
