But when I click reply the post by CookieMonster000 is displayed?

That would be a universal ignore...

I wasn't one of the mods in on that debate, so one of them would have to explain the reasons. I'm sure the members in question have been given those reasons, as well as any required steps to take....

Exactly, no it means that CookieMonster is the one on the ignore...

Trust me, if any action is EVER taken against a member, that member is ALWAYS notified of why, etc. That is part of our duties as mods.

How long do they last?

I'm assuming whoever put them on ignore gave them a time frame....

I wonder does universal ignore also mean that persons previous posts are invisible also or just any subsequent posts?

I believe they're on ignore until an apology is issued for their 'wrongdoings'.

It basically puts you on everyone's ignore list, so nobody sees ANY of your posts....

Such measures aren't usually implemented until a mod discusses it with other mods, so this was likely a concensus decided action....

Bangin is pretty much correct, Global Ignores usually only remain on until whatever caused them is resolved.
