Power corrupts people, and government is full of people.
It takes a strong willed person to resist the temptations of cash and items that being in a position of power can provide in return for certain
Not to mention bribery's ugly twin, blackmail. Put the two together, and you're bound to have corruption.
It's not just governments either. Businesses, churches, HOAs. Anywhere you have someone with the ability to make someone else do something, you have
the potential for corruption.
