To have knowledge of being a detective, first one must go to school for detectives, and it is much cheaper as well easier than you would think. You
can go to a six week course for as little as $500 and gain a Worldwide Affiliation that you can use to study
"skip tracing", tracking humans through various sources, presenting material intelligence to a
client along with many other fascinating avenues of study.
One could link this as well to making a Government Watch Group, to make sure that things are going according to plan in Government and that we as
citizens have full disclosure and transparency in Government like we are Constitutionally provided with the back-up against Government corruption as
well as the accountability level we as citizens demand of the White House, Senate, and the U.S. House of Representatives as well as Law Enforcement.
This would in essence become like “Tracking Carlos the Jackal” before he was to strike in that before Government can elude the average citizen
through the many loopholes of corruption that they often do we as the United States citizens, being John Q Public must know everything the people who
serve our interests are doing at all times. To utilize the ability of all things control-mechanism to hold accountability to the highest standards so
that even those writing the laws that govern society have no other choice but to obey the laws both open and disclosed to the public at all times
their actions as well as their intentions at all times.
I am talking to you here on ATS today about keeping the Government in check like it was originally supposed to be when the Founding Fathers wrote the
Constitution after deciding to take “The Colonies” from a the tyrant King George of England being that the colonists were sick and tired of a
tyrant and demagogue sitting on his thrown demanding unfair treatment through “Taxation Without Representation” where the freedom loving people
America, the new world, desired only to make taxes regulated to some extent so that all people were created equal when it comes to taxes where one man
was taxed no more than another as well as the rich not being able to keep more money than was fair when often destitute people were starving and had
to resort to begging as well as other menial tasks just to struggle to survive. This of course eventually led to the Boston Tea Party where colonists
dressed as Native Americans and tossed all of the tea into Boston Harbor to get their point across to the tyrant King George during the Revolutionary
War.
If you're interested in this thread keep tracking it and save it on your subscribed threads area, as I will walk you through the entire process over
the next week after I see the kind of responses and or other information other people ask questions about. No, I am not recruiting anyone to do this
with Me, I am however serious about doing this for Myself and am planning on doing it, so I felt the offer of research information to pass on the ATS
was well worth the effort of this thread.

Oh yeah, I am serious about this. We're talking tax write-offs for paper, pens, typing classes, secretaries, office space. Vehicle mileage logs,
research equipment, research materials, research studies.
I'm doing this all for My own business anyway, I might as well get paid for it and make money like 500 different ways.

For anyone seriously considering following in My footsteps when I begin posting more pertinent information, I have some words of advice.
Total and utmost professionalism, as well as discretion in how you conduct surveillance, presenting documentation to clients, as well as your approach
in investigating anyone. Also knowledge of the pertinent laws that allow a Private Detective to operate in your own individual areas as well as
safeguards to keep you and your client safe.
This is no joke because Private Detectives can be fined, thrown in jail, or shot by who the client wants you to investigate and or follow as well as a
total regard and respect for Law Enforcement is necessary because you may or may not be interacting with Police Officers quite regularly.
Also, considering how to conduct yourself in a court of law, if you need to testify on your findings when a child custody case or divorce hearing
happens due to your due dilligence in investigation.

Of course PJ, but it's not just finding someone on the grid, but knowing how to do it and where to go to get that information, as well how to
interpret it, along with doing the leg-work. Background checks as well as street knowledge are something that goes into it as well. I know street
knowledge and how to gain intelligence in many avenues and fields, it's the certification as well as the notoriety I am now seeking.

Here's a part of an assignment I did in My Business Administration classes two years ago, on detective agencies in a foreign country. This one would
specifically be on Venezuela in regards to a detective agency there, for the "Internation Business" class.
Part 1
A detective agency is a business that has to travel to do business. If you are tracking a person down, you must know boundaries and what you can
do within them.
Having a Southern Common Market, with MERCOSUR can affect this type of business in several ways. As a detective agency, I will have to consider many
things, but we must consider the following for the country of Venezuela first.
While Argentina, Brazil, Paraguay, and Uruguay have already been a part of MERCOSUR, Venezuela is relatively new to it and it is the stepping stone of
the South American political system to open a similar trade bloc like the North American Free Trade Agreement, or NAFTA with our own South American
Free Trade Agreement, or SAFTA, which may potentially link up with NAFTA at a later date.
For the country of Venezuela, this can have many positive and negative repercussions on our economy. If the Venezuelan people let MERCOSUR open the
doors to foreign trade, foreign business, and foreign politics, they risk the negative impact of losing individuality even more as a nation, the use
of Spanish as the main language as English speaking people may become more dominant, as they have already had the influx of the Italian, Portuguese,
Arab, German, African languages that were absorbed into their culture of the wonderful country of Venezuela.
President Hugo Chavez is already a very powerful man, but do they also give him more power through this transaction? Corruption is a distinct
possibility with this man, who thinks the American government, through funding and conspiracy of the Central Intelligence Agency are conspiring
against him through the use of the video game Mercenaries 2. Is this man a threat to the national stability of Venezuela’s economy? Is he el loco in
the head and would this trade bloc help the Venezuelan people out to be rid of him, or would it give him more power to hold office indefinitely? Or
what about the War On Drugs where Chavez who regularly accuses the U.S. government of plotting against him, said "the DEA isn't absolutely necessary
for the fight against drug trafficking."
I will have to break it down into several posts because it is five pages long.
Part 2
Does MERCOSUR help against this man, or does it make this paranoid man even more powerful? These are things I see as potential problems when
MERCOSUR opens up Venezuela. I do not see Hugo Chavez letting Venezuela open its arms wide open, unless he controls all the marbles. Well, it seems
Hugo Chavez may be a few marbles shy of a full bag, or is he? Is the United States government plotting to make an already paranoid man more paranoid?
That is a distinct possibility, since the United States government used similar tactics against Cuba’s Fidel Castro. Hugo Chavez has sworn to send
troops into Cuba to help Fidel Castro if the United States interferes with his hold on power. So, we see a dictator in Fidel Castro, and a shaky
political leader in Hugo Chavez who see’s his political ally right on the door step of America.
Those are some pretty negative reasons that I see for MERCOSUR in the country of Venezuela, but those same things can be seen as positives in other
ways. Since the country already has a very diverse culture and language spread, opening the door through a trade bloc may not be as negative an impact
as I first thought. If the surrounding countries are not openly hostile with Venezuela, it may be a political coup in and of itself. You can not have
a multi-culturally diverse country without finding ways of getting around the different cultures differences, or even looking to their similarities to
secure business for the country. Also, would opening the doors of the country help to further stabilize the economy? This is something to consider,
since something like this usually creates more jobs for people from different regions, and lessens jobs for the communities that were already
existent. The people who possibly would be put out of work would need jobs supplied to them.
As far as detective agency goes, this can help and hurt the business. To have a detective agency in the first place, being fluent in many different
languages would be a prerequisite, not just a something to consider. The first major negative for Spartan Detective Agency I would see, is that being
an American in a foreign country would not be accepted immediately. The hiring of local people who are trustworthy, reliable, dedicated, and
knowledgeable in the searching for people, tracking packages, surveillance, and patrolling techniques. This would help to increase the reputability of
an “American gringo” in this foreign land.
Part 3
The negatives of MERCOSUR itself for an American would be relocating to a place in Venezuela that has a reputable power supply company. Since
Hugo Chavez has been attempting to build a nuclear energy plan, this may not be a consideration for long. Would Hugo Chavez be a fair man with the
nuclear energy plan, or would he be another maniacal dictator like Fidel Castro? This is especially a touchy subject, since Hugo Chavez is trying to
get help with his nuclear energy plan from Iran, the country the United States of America is attempting to keep from getting nuclear power. The United
States of America has accused Iran of disguising its nuclear energy plan for future possible “terrorist actions” in the form of nuclear bombs.
I see this as a literal and metaphorical “time bomb” in Venezuela’s future as a nation and from the implementation of MERCOSUR itself. If the
country has opened its borders to outside influence, what is to keep a foreign power like Iran from shipping in nuclear energy supplies while
America’s attention is diverted elsewhere? What is to stop Cuba through Fidel Castro shipping weapons of mass destruction to Hugo Chavez?
If these countries are allying themselves together, is it wise to even consider investing in a detective agency in Venezuela in the first place?
That’s another negative to consider for MERCOSUR and SAFTA in the country of Venezuela. Is this a literal, figurative, or chronological time bomb
waiting to happen?
For positives for the detective agency, I see a few good things. Opening the doors of Venezuela to other countries surrounding it would be a positive,
in that the currency of information may be allowed to flow more freely. You can not have a detective agency without information, its most fluid of
currencies. Setting up alternate locations in other countries would be an additional benefit, not just in the information sense, but if someone is
being followed for surveillance and they happen to cross a border, the rabbit can be passed onto another person on the other side of the border
without border or territorial disputes that cause normal law enforcement organizations so many problems.
Using the example of America and the United Kingdom, Venezuela can also establish the same sharing of information about its citizens. The American
Intelligence community is not allowed to spy on its own people, therefore it out sources this to the United Kingdom, and the United States does the
same for the United Kingdom. This has already been established in the South American country of Argentina, one of Venezuela’s close neighbors.

I see this as a way of skirting civil liberties in American society, but I am not sure about the South American continent. I’m sure the
detective agency could use similar techniques to gather intelligence data for its many cases of tracking down lost people, tracking cheating spouses,
and any other cases that may present themselves. This would of course have to be set up independent from the national government, but would not be too
difficult for the agencies to provide to each other. This would also be an opportunity to create more jobs for the jobless through a communication
network of people sharing data for compensation through paychecks, possible insurance benefits, and retirement programs.
Training for these individuals would need to be done by locals, so as to give more people jobs locally and for the local dialects of language,
specific regional differences of culture, and whatever other possibilities would present themselves. This would be in consideration of MERCOSUR
opening the political, financial, and physical boundaries of the nation of Venezuela to outside nations in South America, and the rest of the world.
Of course the fact that the economy is lower than that of America would also be a consideration in the implementation of the detective agency. If
people are used to being paid less, offering them better pay would be an incentive for them to stay at the job, and create their own sense of job
loyalty, job security, and doing whatever it took to get the job done. If someone gets better pay, they will work harder to keep that pay. The rules
of economics are universal, as are the rules of employment, and the rules of business. The almighty dollar or bolivares in this case rules.
Teaching the employees surveillance and counter-surveillance techniques would be important, as we not only want the employees to know how to track a
person, but we also want them to not be spotted by the person they are tracking. The possibility of hiring ex-military or ex-intelligence agency
specialists would need to be considered to pass on their training to our employees. Getting the employees up to speed, and then for them to be able to
not only implement their training, but to then turn around and use their training to train other individuals through training sessions and active live
demonstrations in the field would be of the utmost necessity.
Being sure of who was hired, through thorough background checks would be of the immediate and utmost importance also, as we would not want current
Central Intelligence Agency agents working through this company and using it as a shell company to hide their assassins, spies, or intelligence
gathering and intelligence sifting agents. This can be rather difficult as the Central Intelligence Agency is able to hire people of local origin, or
hire American foreign nationals from the United States to infiltrate any and all organization it sees fits to get their job done.
I do not have a problem with the Central Intelligence Agency, but I know I would not want their business to ruin my business. If people start
mysteriously dieing of poison, gunshot wounds to the heads of major political players like Fidel Castro, or Hugo Chavez can not only ruin that persons
day, but it can run the business of a detective agency into the ground as well. No one wants to be known as the cover for a CIA assassin squad, or the
shell organization that hides the finances of the CIA in a foreign country.
This does little for the credibility of a company, and makes people not want to talk to you, or come to you for assistance in finding out whatever
they want to find out through a detective agency.

This is another assignment on "Business Ethics."
David Tuff is indeed in a tough situation in regards to his job, his duties, and the morals he believes are more right than a policy that was
changed for whatever reason Blue Mountain Security felt was necessary. I am a Security Officer at a Hospital for one of my two jobs, so this
assignment hits close to home for me. If I was asked to uphold a policy which went against my morals and ethics I would do the same as David Tuff did.
I see exactly how David Tuff sees his actions as having been the better decision, because a drunk driver leaving the lot of the Mall could potentially
kill another human being, either themselves or another driver or even a pedestrian.
If I were David Tuff’s manager I probably would have dealt with this situation differently though as I know there are reasons for every decision.
First of all I would have taken the time to discuss the policy change with all the Security Officers in a group meeting so I got immediate feedback
and would see the body language of the staff of Security Officer below me and tell all of the Security Officer exactly why the policy changed and why
it should be enforced. Since there is no reason in the text book for the change of policy we must assume the reasons for the policy change and not
wanting to assume I will not discuss that here.
As Manuel Hernandez manager of Blue Mountain Security I would have first taken anyone who disagreed with the policy change to the side and discussed
with them individually so that I could tell exactly what may need to be changed in regards to either schedule changes or the better possible change of
instituting a cab fare reimbursement policy that the Security Officer could call a taxi for the inebriated individual to get home safely and make this
both a policy change to adapt to the other policy change. This could be beneficial to both the Mall and Blue Mountain Security as a marketing pitch to
show that the both companies cared enough about their customer that they did not want them to drink and drive. This could also be instituted with an
exchange of service with a taxi service as an advertising and marketing technique so that both companies would benefit from it with placards in the
Mall and the taxi’s stating that Blue Mountain Security, the Mall, the taxi service, and the local Police Department always wanted their customer to
be able to return safely.
This would still be within the new policy in regards to escorting the inebriated individual off the property, just not in the usual manner of physical
extraction or vehicular escort. Thinking outside the box towards both upholding the new policy and not causing any moral or ethical decision which
would compromise any of my Security Officers or my company which should make everyone happy to some extent. The reason for these suggested ideas
besides the assignment would be that policies and procedures are interchangeable and there is flexibility to them as they are not rules and
regulations like the military even though the polices and procedures are modeled after military rules and regulations.
I do however see that David Tuff did compromise his company’s image both to the public and the media through what could be conceived as disloyalty
and should be dealt with accordingly. Instead of dismissing the Security Officer however, there may have been a better solution to this situation and
could have been given as an opportunity to David Tuff to resolve his own conflicting moral and ethical ideas which were in conflict with a new policy.
The text book does not disclose whether Manuel Hernandez agreed with the policy change or whether he was only upholding the new policy, so I would
have possibly suggested that if David Tuff disagreed with the new policy that he take up the issue in a private meeting with my supervisor’s, the
local Police Chief, and myself and give his side of the disagreement in writing so that it could be examined physically and I would have encouraged
David Tuff to also get Police Statistics to back up his argument instead of imagined scenarios if he felt as strongly as he did about this policy
change and possible larger liability to the Mall and Blue Mountain Security and possible injuries or deaths to those individuals which were to be
escorted off the property.
Making statements without corroborating evidence, causing dissension within the ranks of the other employees, and abusive language are not ways to
make someone see your point of view, nor is it a way to make a manager want to keep an employee.
These are reasons to me to begin looking for reasons to remove this individual from my employment as this is a divide and conquer technique that would
cause a permanent rift within the company and would not be tolerated and possibly detrimental to the security of the Security Officers if employees
with differing opinions were working together and a situation were to arise.
Another possible way to avoid this entire situation would be to call an ambulance to come get the inebriated individual to take them to a Hospital to
be Marchman Acted, which in the state of Florida is called a Form 40 Marchman Act, another form of the Baker Act which states that an individual who
is too inebriated to facilitate their own reasoning in a safe manner will be held at a medical facility until such time that they can be medically
cleared to be transported to a psychiatric facility or released upon their own recognizance depending on the individual situation and the manner in
which they were brought to the medical facility. Differing reasons for the individual being released upon their own recognizance would be that they
were sober and the reason for the individual to be escorted to a psychiatric facility would be that they had possibly attempted suicide through
inebriation and driving under the influence can be seen as a potential form of suicide.
This is another possible advertising and marketing ideas towards the Mall, the Security company and the local Police Department and the local Hospital
which could show that the community cares enough about its citizens that these people would be taken care of in the best way possible. Using the
proper wording for this of course would be necessary so as not to have any of the individual businesses look like they were abusing anyone’s rights
or privileges.
David Tuff’s total disregard for the releasing of information about the polices of the Security company would be a direct violation of his continued
employment so this is why I would have encouraged him to help the Mall, Blue Mountain Security, and myself to also come up with other alternative
ideas on his own and with co-workers in a private meeting with myself. This would ensure that the issue would be resolved and that no one individual
would go away from the discussion without having voiced their opinions and to keep the dissension to a minimum so the company, the Mall, and myself
would not have as much difficulty and the employees would also have been given a chance to be a part of the solution instead of later becoming a part
of the problem like the text book shows that both David Tuff, his co-workers, and all the individuals included ending up having made the problem
worse.
I have a saying which is “Be a part of the solution and not a part of the problem” which all of my decisions within this assignment show. Using
the problem and the people involved in a better manner instead of possibly looking like a dictatorial employer would both have created more harmony
and a better work environment for all and potentially saved a lot of headaches, negative media attention, and potential for less lawsuits and further
loss of money for the Mall and Blue Mountain Security in the long run.

For an FYI to all concerned on ATS, I am not now currently employed by a hospital such as the one I commented on in this assignment. Here are some
references from this assignment and please also keep in mind these assignment's I've posted here are dated by being two years or so, so they are not
quite up to date with all of their facts.

Here's another one of My Criminal Justice assignments.
In Criminal Justice today the different departments are still getting over the competiveness and jurisdictional politics of the last couple of
decades. The reason they are finally getting over this and co-operating together more is quite simple. September 11th has helped Law Enforcement work
more as a cohesive unit in joint communication and joint co-operation in order to catch criminals through the War on Terror under an umbrella affect.
Through the use of crime statistics and knowledge of crime in general we see that drug crimes are not only tied to drugs but in this instance it is a
drug trafficking ring. This means that not only are there 50 or so individuals distributing drugs, but there are transportation issues, crossing state
boundaries issues, along with these individuals in the drug trafficking ring possibly being armed with weaponry. This is of course if they are smart
and aware of the potential for being caught. Through the use of taking this case to Federal Courts and the United States Attorney's Office this case
would be better tried and run through this as a means to secure Federal Search Warrants all at the same time. This should be done so there is no
confusion between inter-departmental or juridictional politics between the agencies that are still learning to work together to catch criminals.
When it comes to a large case such as this, with 50 potential arrests and varying charges among the 50 individuals the need for caution in not wanting
any potential mistakes which could have the entire case thrown out of court or the charged individuals being able to plea down to a lesser charge
through inept investigations or common mistakes. Having this case handled by the U.S. Attorney's Office would be the best advisable course of action
in order to have a Federal case brought against the criminals in the drug trafficking ring.
This drug trafficking ring would fall under the heading of "Organized Crime" since the 50 individuals are involved in a "large, multi-state
conspiracy" it shows that it is organized to a large extent. Since this is a multi-state case and the investigating officer knows it is crossing stat
boundaries he/she should know that his/her jurisdiction does not cross state boundaries. Depending on varying factors this case will definately have
to go to the Federal Court system. This could be brought to the attention of the D.E.A., or Drug Enforcement Agency, or the F.B.I., or Federal Bureau
of Investigation's attention to be pulled together with the United States Attorney's Office.
Some of the factors in deciding if this should be tried in a State Court or a Federal Court are the fact that this case involves many states, so it
crosses state boundary lines, which would bring it into the F.B.I. or D.E.A.'s field of operations. The F.B.I. deals with crimes that cross state
boundaries, like for example kidnapping is a one state problem until the perpetrator crosses a state line then the F.B.I. can step in and take the
case. The D.E.A.'s mission statement say's that they their job is to enforce the controlled substances laws and regualations of the United States.
One of their primary responbilities in carrying out this job or task is to investigate and prepare for the prosecution of major violators of
controlled substance laws operating at interstate and or international levels. So, if after having read this assignment correctly, the text book, and
the reference websites, I see that one Police Officer may be able to instigate the investigation of a drug trafficking ring, but it would be wise for
him to bring the case to his superiors, who would in turn ask for help from the F.B.I. or D.E.A. depending on who is interested more in "Taking A
Bite Out Of Crime."

I sent a u2u to you by the way about this.
Certain states have different laws on becoming a PI.
Nevada requires a certain level of hours in law enforcement, working at a PI firm, or schooling.

Well, if you want in on the fun, just keep following this thread, because as I stated in the original post, I will be exploring it more as well
letting people in on the action. Yes, you are correct, each state has their own independant laws on a Private Detective getting licensed. I got your
U2U and will respond to it with more in depth information there.
Depending on who and why you're trying to track someone down, it's not as difficult as you might think. As an example, I remember a story, no I
don't have a link for it, sorry, where they were talking about Senate and Congress registering all cell phones in a database like the telephone book,
so a certain group of people got together and tracked down those Senator's and Congressmen's cell phones, and published them on a website and asked
everyone to complain to them, via cell phone.
Congress and Senate got the point, which is why we do not have a national cell phone, phonebook. That's not stopping them of course, because they're
still doing things like that behind closed doors.

Deals with the paranormal, occult, mercs, WW3, planet annihilation and all sorts of goodies found on ATS.
That, of course, if you chose to accept it.

Just a word of friendly advice from a fellow ATS member...
In al the states I am familiar with the law in, it is a criminal offense to practice "Private Detection" or act as a "Private Detective" for an
individual or corporation without a license from the state.
I looked into the licensing here in SC and it is pretty cut and dry. If you are a former Police Officer, with at least 5 years experience, all you
need to do is post a $10K Bond and obtain a business license.
If you have no police experience, you need to work for a period of time as an "Understudy" or "Apprentice" to another licensed "Private
Investigator", then you can post your Bond and apply for your own license. The period of time depends on the schooling, experience etc.
Just a word of caution to any prospective investigators here that may be considering investigating someone. Look into your individual states laws and
see what restrictions may apply to you.
Investigations is not as easy as just going to school. Like everything else, there is a lot of things one can only learn from experience or a good
"field" teacher.
So, just be careful and check with your state laws...
