It stipulated public health and safety, unless your a child molester downloading your child porn, I would say your not violating that infringment.
On the flip side, I like devils advocate, this would be intended for the wannabe 1st time hackers who are able to spoof a mac or IP and intercept
sensitive private or public information thru malicous means. Or maybe hijack the ip of a traffic control tower and reroute air traffic..
It sounds reasonable, I think most people are blowing this out of proportion.
