actually, no...i notice there are streaks here and there, but i really doubt a few con/chemtrails are going to cause tornadoes. it was already windy
before we even see the first trail - the camera even blacks out for a while.

All I see is evidence that there were aircraft flying overhead, at altitudes which mean they could not have been engaged in cloud seeding, even were they flying over clouds to seed (which clearly they are not - unless you have transparent supercells in the USA these days?) .....
So the answer is: no, quite emphatically the video does not show weather modification (failed or otherwise) any more than it shows the Easter Bunny.
