Subject: Sigint Readiness Bravo, lantern Report #10 DVR Navl Report

Document summary: DVR Navl activity reveals existence of OPs code.

At 1536Z Port Wallut informed an unidentified station:

"^^^I can recieve messages using the document already (IGru).
"Restrict the use to war vessels."

The reply page appears blank and at the bottom of the page it reads "Non responsive".

This document is one of several readiness reports of PT boat movements by the Democratic Republic of Vietnam (DRV) after the Gulf of Tonkin Incident, in which the DRV attacked US Naval vessels. The report is mostly censored, but there is a message, which is hard to understand, but my guess it is about deciphering the DRV communications.

The Gulf of Tonkin Incident prompted the US Congress to pass the Gulf of Tonkin Resolution, which gave President Johnson authority to use military force to defend allies in the area and ultimately lead to the beginning of the Vietnam War.
