Executive branch takeover?

Ok all I need your help ASAP, I remember reading about an executive order or bill of some kind that would allow the Executive Branch of the United States government take control over all government affairs in what is deemed by the president as an "emergency" Does anyone know about this? I remember reading about this but cannot for the life of me remember what it was.

Awesome thanks The third link you posted must have been the one I was thinking of. I thought I had read something about how in the event of what is deemed an emergency the president will take control of all branches of government but will work in "co-operation with the judicial branch".
Do you think this is the Insurrection act or something else? I also remember it was instated int mid to late 2006
