Not anything special and not any sign of the NAU. I puled up the two towns to be connected on google earth and was able to quickly locate existing bridges 5 miles in each direction. This is nothing more than a "convenience bridge" so that those crossing the border don't have to drive an extra 5 minutes east or west.

Yep, quite common. More than half of the border between the US and Mexico follows the rio grande.
