What Happened to Reserves? Banned!
The banning of national grain reserves was made explicit in the 1995 World Trade Organization tenets, and before that, was part of the years-long talks by the GATT (UN General Agreement on Tariffs and Trade), on how to "reform" world agriculture. The sophism used was that, citizens of every nation had a "right" to access their food on world markets, and not rely on developing their own national food and farm systems. Only Japan has defied this WTO globaloney, and still maintains a "ricebowl reserve."
Hunger is widespread in India. It is said that at least 50 million Indians are on the brink of starvation and over 200 million Indians are underfed. This, when a 60-million-ton surplus of foodgrains is rotting in various government warehouses in the country.
That so many are hungry despite overflowing granaries is a damning indictment of the government’s public distribution system (PDS). The PDS is a network of about 460,000 ration shops across the country through which grains, sugar, cooking oil and so on are sold at subsidized rates.
However, most of India’s poor, such as those who starved to death in Orissa and Rajasthan, cannot afford to buy the grains even at these subsidized rates. Many of them do not possess the Below Poverty Line (BPL) cards that entitle them to purchase at subsidized rates in ration shops. In several cases, the desperately poor have mortgaged their BPL cards to moneylenders or local traders.
``There is every chance of an epidemic breaking out because of the stagnant sea-water, unremoved bodies and animal carcasses,'' said Dr Avashia, who is a general practitioner in the local Tarba hospital. Adding to threat is tonnes of food grain rotting in the warehouses. Already, there have been cases of gastroenteritis and viral fever.
District Magistrate Mukesh Puri said they had started spraying DDT and gamaxene powder as a precautionary measure. The KPT has constituted a team under the port health officer and a sanitary inspector to examine the grain in the warehouses. ``But most probably we will have to dump it in the sea or burn the entire stock worth Rs 40 to 50 crore,'' said the traffic officer. In 1973, according to some press accounts, the NCLC [organized by LaRouche] adopted violent and disruptive tactics under LaRouche's direction. According to the Village Voice, NCLC members physically attacked meetings of the Communist Party and later of the SWP, and other groups who were classed by LaRouche as "left-protofascists." According to the New York Times, they also attacked CP members on the street and used nunchaku. LaRouche called these attacks "Operation Mop-up."

They're already beating up gays with baseball bats around the country! Expenditures (or revenue foregone) in relation to the accumulation and holding of
stocks of products which form an integral part of a food security programme identified
in national legislation. This may include government aid to private storage of products
as part of such a programme.
The volume and accumulation of such stocks shall correspond to predetermined
targets related solely to food security. The process of stock accumulation and disposal
shall be financially transparent. Food purchases by the government shall be made at
current market prices and sales from food security stocks shall be made at no less than
the current domestic market price for the product and quality in question.
