The article you posted is about the money the Chinese Red Cross received from CHINESE people. US dollars is only there in brackets to make the western audience familiar with the amount donated because that site is intended for English speaking users.
The US only donated 150,000 like the original poster claimed

Good morning, ladies and gentlemen.
Thank you, secretary general Wang Haijing, Secretary General of the Red Cross Society of China for joining us here today.
As you are all aware, millions of Chinese citizens attempting to return home to be with their families for Chinese New Year celebrations have been caught in the biggest winter storm to strike southern China in fifty years. What should be a time of joy and familial harmony has instead turned into a living nightmare of desperation and misery, as the extreme conditions resulted in chaos for the transportation network and massive power outages. Millions of people have been cut-off from essential supplies. Hundreds of thousands of homes have been damaged or have collapsed altogether.
And the immediate forecast is for more snow.
When the people of the United States were afflicted by two natural disasters, Hurricanes Katrina and Rita, China made a generous donation to assist those stricken by tragedy. In times of need, friends reach out to help each other. Accordingly, the United States Government is pleased to be able to offer assistance to the Chinese victims of the winter storms.
On the behalf of the American people and the Government of the United States of America, I want the people of China to know that we stand ready to extend a helping hand in this time of need.
In this regard, today, I am pleased to present this donation of $150,000 dollars to Mr. Wang Haijing, representing the Red Cross Society of China, to assist those in China who have suffered and are suffering as a result of these terrible winter storms.
This donation will be used to help purchase blankets, clothing and other necessities for the victims in order to help them through this ordeal.
My heartfelt sympathies to the people of China. Our thoughts will be with you this Spring Festival.

And comparing a hurricane that caused nearly 2000 deaths and 100 billion $ damage to a harsh winter with 30 deaths is pathetic.
The severe winter weather, which hit 21 of the 31 provincial divisions in Chinese mainland, has claimed 129 lives and destroyed 485,000 houses. An estimated 1.66 million people have lost their homes and are living in temporary shelters.

Media giant enters market with Ad Society

German media giant Bertelsmann has entered the Chinese TV industry with a 16.5% stake in production group-ad agency Ad Society.
News of RTL's involvement in the Chinese TV market follows public apologies and corrections issued by RTL's German channels and its news web N-TV for misrepresentations of the unrest in Tibet and Nepal.
A spokesman for N-TV said a report that aired March 20 on the conflict in Tibet inadvertently showed images from neighboring Nepal, where Tibetan demonstrators have also clashed with police.
The spokesman said editors caught the error, and the images, which came from international news agencies, were immediately removed.
Similarly, RTL Television said that an image on its website reportedly showing Tibet was also a photo of demonstrations in Nepal.
Berlin - A German news television channel, N-TV, admitted Monday it had mistakenly aired news footage from Nepal on one day during news coverage of protests by Tibetans against Chinese rule.
Separately, a website owned by another German channel, RTL, admitted that the caption of one still photograph taken in Nepal had been erroneous. On Sunday, the Chinese news agency Xinhua had accused Western media of false reporting on the violence.
N-TV said that a still photograph and a video sequence shown on March 20 in a report about Tibet had in fact been taken in Nepal. It said editors had noticed the error and subsequently replaced the images.
'We are extremely sorry,' an N-TV spokesman said in Cologne.
RTL's website, RTLaktuell.de, said late Sunday, 'It's true that amid our detailed reporting on the Tibet conflict, there was one case where a picture was displayed in the wrong context.
'The picture actually shows security forces in Nepal. It was taken on March 17 in the capital Kathmandu while Nepalese security forces were responding with truncheons to demonstrators protesting against Chinese policies in Tibet.
'We erroneously created the impression that the scene was of the unrest in Tibet and showed Chinese security forces.
'We apologize for this error, while pointing out that RTLaktuell.de reports without bias,' the news site said.
