The program is used to monitor people who are considered a risk to national security but have not been charged with a crime.
The suspects must observe rigid curfews and wear electronic monitors and can be banned from meeting certain individuals or from using cell phones and the Internet.
Under terms of the program, Britain's government refuses to disclose the identities of the suspects being monitored, or details of their alleged risk to national security.
