Terrible that it happened, but its war.. and in war terrible things happen. I honestly doubt she was "waving" but perhaps another hand signal, or
acting in an odd manor.. it must have been something to convince a soldier to kill an obviously young girl..
(it is not unheard of for kids to be used to plant bombs, be suicide bombers, signal attacks, cause a distraction for an attack)

She was waving. Waving is a single, in many countries, it means hello.
A wave is a gesture in which the hand is raised and moved back and forth, as
a greeting or sign of departure. The orientation of the hand varies by culture and situation. In many cultures, the palm is oriented toward the
recipient of the wave.
In Chinese culture, orienting the hand palm-down and waving it up and down signifies "come here", rather than a greeting.
If she was had signaled an attack, then shoot the attackers, not the waver. The waver has already signaled, was their an attack wave? No, it appears
not, so the killing in this case does not appear to be justified.
If I was an Iraqi and live in your neighbourhood, and because it is war as you say, would it be justified for me to kill your children on the street
when I see them wave? Definitely not. So why is it acceptable there?
