In the UK, in order to use a TV you have to get a licence. This is to pay for the BBC, although you still have to get one even if you never watch the
station.
If you don't, you can get a visit from some naziesque arsehole who reads you your rights and threatens you with a fine of a grand. (yes - it happened
to me a few years ago).
And why is this relevant to this discussion ? ... because if you are registered blind,
you still have to pay (although at a reduced
rate).

If you are registered blind, you now need to pay only 50% of the full licence fee.
