A Los Angeles man who sent boastful letters to hundreds of Capitol Hill offices had no role in Thursday's bombing of the military recruiting office in Times Square, Police Commissioner Raymond Kelly said Friday.

David Karnes, 50, a single lawyer living in Hollywood Hills sent a holiday card featuring a photo showing Karnes outside the Times Square recruiting station with the message "Happy New Year, We Did It". He sent 300 of the cards to Democrats to celebrate winning a majority in the House in the 2006 elections. Karnes became a suspect in the bombing when a simple case of bad timing put him under the FBI microscope.
