The local D.C. radio stations broadcast this morning a need for people to become part of a new project tagged "Sky Watch". The dept. of homeland
security is providing free of charge classes today through Wed. on sudden extream weather conditions that are being forcast for this region this
coming year. Now this project is also used to track toxic spills that are air-borne.

The link above is from 2005 which gives reference to this project in the test phase around the D.C. area and mentions how it will be in full effext
within 5 years.
Well as I was searching this news it seems that the links from the N.W.S. has been moved...weird. Anyway maybe I can find another link from the news
