ET + Governmental Links???

Is there anyone other then William Cooper that states anything like "aliens landing" and coming to a pact with governmental agencies?

When I say other then "William Cooper" I'm talking another source and not just people that ran with the Cooper story.

Clifford Stone is another guy that claims the government has had connection with the alien beings to some extent. Far more stable of a person, Ciff is reflectent of an era. Though it would seem he's introduced some of his own idears into what is said to be known by him, they are for the most part level headed and of a good stable consciousness.

Thought I'd answer my own question in the case someone comes across this thread and wishes to know the answer.
