located 50 miles SE of Galveston, TX and headed due east

LATE TONIGHT AND THROUGH FRIDAY MORNING AS AN AREA OF LOW PRESSURE
APPROACHES THE AREA. THERE IS A SLIGHT RISK OF SEVERE THUNDERSTORMS
ACROSS MOST OF THE AREA AFTER MIDNIGHT THROUGH FRIDAY MORNING. THE
AREAS AT GREATEST RISK OF SEEING AN ISOLATED SEVERE STORM IS ALONG
AND EAST OF INTERSTATE 65 IN ALABAMA AND THE ENTIRE WESTERN FLORIDA
PANHANDLE. THE MAIN THREAT IS EXPECTED TO BE DAMAGING WIND
GUSTS...ALONG WITH HEAVY RAINFALL.

Well it is a cyclone in the sense that it's a low pressure system (or depression) - but it's not a tropical cyclone

It's understandably a bit confusing when tropical cyclones are simply called 'Cyclones' in the Indian Ocean region. Tropical cyclones in the Atlantic are, of course, called hurricanes.
