Looks to me like the mute fellow from a season 1 or 2 episode of Star Trek the Next Generation. I will see if I can hunt down a picture of him.

I concur. I believe that is exactly who that man is. He needed a whole group of people to speak for him. One of my least favorite episodes to be
perfectly honest.... but that is certainly who it appears to be.
