Looks to me like the mute fellow from a season 1 or 2 episode of Star Trek the Next Generation. I will see if I can hunt down a picture of him.

It IS the mute guy from Star Trek the Next Generation. I saw this episode 2 days ago when I was home sick and watching t.v.
