This briefing document has been prepared specially for Air Defense Command units. Its purpose is to present all aspects of Project Blue Book so ADC personal will have a better understanding of the goals of the project, be able to more accurately evaluate reports of unidentified flying objects and increase the quality of those reports that are forwarded.

According to the briefing Air Force didn't take the 'flying saucers' seriously but that did take seriously the phenomena, unidentified flying objects. This briefing covered three main points:

a. The general aspects of Blue Book to clear up any misconceptions that any one may have

b. How reports can be evaluated in the units

c. How to increase the quality of reports that are forwarded.

Then the document goes one by covering some of the reported sightings detailing the specifics and showing the way how can be handled a reported sighting of an unidentified flying object. The briefing gives a short history of how the phenomena started, considering Kenneth Arnold sighting as the starting point of the modern UFO era and continuing with the sightings and mass sightings of the late 40's and early 50's.

There is an interesting fact. The same day by Air Defense Command was created AISS which is AIR INTELLIGENCE SERVICE SQUADRON with this mission:

MISSION

The Mission of the 4602d Air Intelligence Service Squadron is to provide an organization within Air Defense Command which will:

a. Collect positive air intelligence information by overt means from:

(1) Downed enemy air crews
(2) Enemy materiel
(3) Enemy documents

b. Collect information for such Bomb Damage Assessment as may be directed by Headquarters, United States Air Force.

It was established by DCS/I, ADC and the initial planning Staff prior to activation of the unit that the squadron's efforts would be primarily channeled toward collection of information from Soviet prisoners and equipment rather than forming a unit of multi-language and technical capability. All formal training within the unit was based on this plan.

On January 3, 1953, the 4602d Air Intelligence Service Squadron (AISS) was created by Air Defense Command regulation 24-4 in what might be considered an amazing coincidence. The Robertson Panel convened about two weeks later. They reviewed the information, suggested answers for the previously listed unidentifieds, and recommended that the myth be taken from the UFO sighting reports. They suggested that the media be used to "educate" the public about flying saucers. They believed that if they could teach the public about the nature of UFOs, then the number of sighting reports would drop off."
