As the nation prepares for the 2008 election, a new study reveals that many states are routinely failing to offer low-income Americans an opportunity to register to vote as required by the federal National Voter Registration Act (NVRA).

Imagine if all of the low income Americans came out to vote the last time there was a discrepancy in the voting. Things may have been different. But, to me this article screams of intentional abuse of the law. Maybe they wanted to squash low income citizens from voting in order to help secure victory. It sounds like it is still happening and may have an affect on the upcoming election. Who should be held accountable for this and is it possible to regulate in time for the November election?
