South wages border war over water

This sounds like something out of a movie.
But this is happening in real life.
If this is a sign of things to come,its scary to say the least.
When borders have to be moved just to get water,things are going down the toilet rather quickly.
This would be something you would expect in some 3rd world country,but not here.
