If you're being monitored it's because you're doing something dangerous or you're asking the right questions to the wrong people. I doubt this is
going on, but my tips would be this:
Go about your daily life.
Make no aloud mention to being followed.
And don't contact people you know you wouldn't want to be seen with.
Don't break the law.
Search your home, I mean every nook and cranny, and take apart the casings of communications equipment and look for attachments that are jerry rigged
into the system. Or a device that obviously doesn't belong.
Run network diagnostics on your system using some kind of wizard software and see if any of your hardware has changed in any way.
Look for newly installed programs. Look for processes you've never seen before. (All of this requires a bit of book lernin' if ya ain't already got
it.)
Download freeware packet sniffers and save a log of all packets sent and received and ping any ip address that belongs to government servers or
workstations. Or, even better, ip addresses with blank values(and other spoofing techniques that are very apparent) will show up on a decent
sniffer/packet grabber system, including a list of ports accessed so you can find out what they could have bugged and you can replace those programs.
Or just reinstall the OS.
Don't throw anything away that would give away communications data or any document that could characterize any sensitive information or involvements
you may be connected to. Burn it to memory and then burn it in fire.
Do not make phone calls on nearby pay phones, or your cell phones or any phone that belongs to you, your friends, or anyone you know. Do not use
public information systems like library computers. These events are regularly logged by their respective administrators and any information can be
leaked to the observing party(which you are trying to avoid).
Do not use chat systems of any kind or log in to any account. Do not make any financial transactions which could be construed as material evidence in
your surveillance.
Do not leave town or attempt to board a bus or air plane. This will most certainly increase the level of observation of your movements.
Do not meet anyone in places you've been to before. Especially if there are financial records tracing you to the place of business. For example. You
go to a bar to have a secret meeting with high level official and you stupidly use your credit card to pay for your drinks. You should of used
cash..Always use cash. Do not take cash from an ATM near you or bank at a branch near you this will lessen the probability of receiving marked money
which would make you extremely traceable in terms of whereabouts and happenings and what you are purchasing. Do not sign for anything and do not take
packages you know nothing of. Do not order anything on line because the package contents may be compromised.
Do not leave your windows open at all during a meeting at home. Have your conversations in the laundry room with both machines running with change in
them. This will greatly reduce discernible audio recording and eavesdropping.
There's more, but I think you get the idea.
