Wow...

In my limited experiance doing high rise work (and I was only a few stories up) we had fall-arrest harnesses to be cliped on at every stage of elevation. Specific types of hardhats, a radio, and a hell of alot of training. I was still nervous as hell and never got the hang of it. You'll never get me doing that type of work again, I dont care where Im tied off too. One fall changes your life.
