George Bush - Is There A Loop Hole ?

I remember hearing some where that if a war is in progress, a full scale war. A president can not be stepped down from his/her postion until the conflict is over. I was wondering if this was true ?

If this is true, can Iran be the thing that George Bush has been looking for.
