Yes, Nikolic said it, but he said that because of presidential campaign . Russia doesn't need isolated Serbia which would happen for sure if Russia builds bases in Serbia. Russia needs open Serbia and which is close to EU as one major gas pipeline will be build through Serbia (with large gas storage facilities) and pipelines will go further in EU.
