In another discussion about Planet X, Mr. John Lear (I know he has some wild ideas) said this was disinformation from the Government a way to implant chips and get us on the choo choo cars. At that point it hit me like a ton of bricks A GLOBAL INSTITUTIONAL TERRORISM PLOT?

To explain to you all there are 4 basic classifications of terrorism
1. Political
2. Criminal
3. Irrational
4. Institutional

The definition of Institutional Terrorism is the use of terrorism by a government or power to ensure a predictable behavior of its own population. Often times when we hear of plague and pestilance, impending doom and gloom it is a control method to ensure fear of something is in place, thereby constituting a method of behavior, a control factor so to speak. It is what parents do to children "if you are not good santa will not..." or Bosses do to employees " If we do not keep this place clean corporate is going to close this store down and then you........." well you know the rest.

Well we know FEMA has the camps (See REX 84) now what would cause such impending doom as to round the citizens of the world up and place them in these "Protective Areas" it would have to be monumental in scope.

You would have to be tagged and or take a national identification "So your familys will be able to find you" put on a train car and shipped off to one of these camps to keep you from impending doom.

I am not pro/con Planet X but this is large enough in scale to justify such a global action (Roundup) and it seems to fit the bill. Planet X + REX 84 = World Domination

Think about it once you are placed in a camp the only knowledge you will have about the outside world is what you are told....they could tell you anything to keep you under lock and key "The outside World is poisoned" and after killing the oldest people and destroying knowledge for a couple of generations what do you have? Controlled re -educated slaves. A modern day LOGANS RUN.

I think this is scary...... but it is no more scary than our government having these camps and denying to the citizens that they exist....and when congress asks for information about these programs they and homeland security have been denied information......So what do you think is happening? Why will they not come clean with Congress because it is larger than our government

For all of you that believe that Niburu is a fact then this can also fit in with your theory. Instead of the Government re-educating you perhaps you will be rounded up as the slave offering. Of course it will be like all deals gone wrong. When the so-called leaders end up as slaves themselves. LOL

This is not very speculative to me considering all of these statements were taken out of news papers. Look at the people involved and their statements, for example Sen. Ashcroft asked to see the Internment camps

The Cheney/Bush have currently proposed having executive control over all the states National Guard troops in a national emergency.
Governor Tom Vilsack of Iowa, called the proposal " one step away from a complete takeover of the National Guard, the end of the Guard as a dual-function force that can respond to both state and national needs."
The provision was tucked into the House version of the defense bill without notice to the states, something Vilsack said he resented as much as the proposal itself.
Under the provision, the president would have authority to take control of the Guard in case of " a serious natural or manmade disaster, accident or catastrophe" in the United States.

In another shining example of modern day corporate fascism, it was announced recently that Halliburton subsidiary Kellogg, Brown and Root had been awarded a $385 million dollar contract by Homeland Security to construct detention and processing facilities in the event of a national emergency.
The language of the preamble to the agreement veils the program with talk of temporary migrant holding centers, but it is made clear that the camps will also be used "as the development of a plan to react to a national emergency."
Discussions of federal concentration camps is no longer the rhetoric of paranoid Internet conspiracy theorists, it is mainstream news.
In 2002, FEMA sought bids from major real estate and engineering firms to construct giant internment facilities in the case of a chemical, biological or nuclear attack or a natural disaster.
Okanogan County Commissioner Dave Schulz went public three years ago with his contention that his county was set to be a location for one of the camps.

Alex Jones has attended numerous military urban warfare training drills across the US where role players were used to simulate arresting American citizens and taking them to internment camps.

Concurrently in the US, a new provision in the extended Patriot Act bill would allow Secret Service agents to arrest and jail protesters accused of breaching any security perimeter, even if the President or any other protected official isn't present. The maximum total value of the contract is $385 million and consists of a 1-year base period with four 1-year options. KBR held the previous ICE contract from 2000 through 2005. The contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to expand existing ICE Detention and Removal Operations Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs, KBR said. The contract may also provide migrant detention support to other government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster, the company said.

In 2002, Attorney General John Ashcroft announced his desire to see camps for U.S. citizens deemed to be "enemy combatants." On Feb. 17 of this year, in a speech to the Council on Foreign Relations, Defense Secretary Donald Rumsfeld spoke of the harm being done to the country's security, not just by the enemy, but also by what he called "news informers" who needed to be combated in "a contest of wills." Two days earlier, citing speeches critical of Bush by Al Gore, John Kerry, and Howard Dean, conservative columnist Ben Shapiro called for "legislation to prosecute such sedition."

A 1992 study by the Cox Newspapers Group found that during 1982-1992 FEMA's budgets included only $243 million for disaster relief but $2.9 billion for "black" and classified operations. The Cox study also estimated that one-third of FEMA's employees during that period worked on classified projects. Even after the collapse of the Soviet Union, much of FEMA's budget remained "black"; in 1993, for example, approximately 27% of FEMA's budget was for classified projects.


The imbalance of spending left FEMA poorly prepared for natural disasters, a shortcoming dramatically illustrated in August 1992, when Hurricane Andrew smashed into south Florida and caused more damage than any other natural disaster in American history. The city manager of Homestead, an especially hard-hit city south of Miami, asked to borrow about one hundred hand-held radios from FEMA to replace the destroyed radio system of Homestead's police and fire departments. It turned out that FEMA did not have any such portable radio systems in its inventory

....... but did have-and sent-several radiation-resistant vans with communications gear capable of sending encrypted messages via satellite or shortwave radio to military aircraft or ships anywhere in the world.

Ready to spring to Florida's aid with this impressive technology, FEMA was slow to provide such basics as temporary housing, water purification, sanitation systems, and other critical supplies.


After the Hurricane Andrew fiasco, the National Academy of Public Administration (NAPA) reviewed FEMA's operations and released a report early in the Clinton administration. NAPA recommended spinning off as many of FEMA's classified and national security operations as possible to the Department of Defense. The Clinton administration quickly adopted this recommendation, and in 1994 only $7.5 million of FEMA's budget was classified.


In 1995-1999 the FEMA budget more than doubled. Critics charged that FEMA was turning into a dispensary of political pork, and that inconveniences were too easily being declared disasters. For example, before 1993 no snowstorms were disasters, but in the next four years almost fifty snowstorms counted as such, causing FEMA funds to flow to the affected localities. In 1996, FEMA declared seventy-five disasters, roughly one for every five days of the year.


FEMA resumed attack-response planning in 1996 with the passage of the Defense Against Weapons of Mass Destruction Act, which charged it with coordinating the federal response to any terrorist (including biological, chemical, and nuclear) attacks. This role increased during Clinton's second term and more after September 11, 2001. Today FEMA has a presidential mandate to coordinate its activities with the new Office of Homeland Security and develop an "all hazards" approach to homeland security planning.

By the way when the Senators in charge of Homeland security asked to see this plan on the Continuity Of Government Plan it is my understanding that it was denied.

Yeah it is so ludicrous the Attorney General wanted to see the camps. Which is documented. But you can ignore that too.

this article is just speculation, but those camps exist. the question is what is there real purpose.

Did you even bother reading all the newspapaers articles that refs these camps and the funds that go into them. Also look at all the politicians that have either asked to see the camps, wanted to know the in place tasking involving the continuity of government plan, or have just straight out said they knew about them. It says scholar on you user site....do a little research......

By the way the 84 stands for the year in which the initial exercise took place,....but good try!
