Because he is either hiding on the Iranian side of the Iran/Pakistan border, where the two and Afghanistan converge, or he is really well hidden in the country of Pakistan.

Neither of which do we have permission to enter or precision strike at. With Pakistan, we dont .. and with Iran, if we did it would start a major war in the region. If I were bin Laden, I'd use this to my advantage and stay with the Sunni Seperatists in Southeastern Iran, near the border.
