Fire Units Respond to Palo Verde Nuclear Power Plant - APS says NO Fire

The Phoenix Fire Department along with several units responded to the Palo Verde Nuclear Generating Station west of Phoenix.

Authorities say a maintenance crew noticed smoke coming from a piece of fiberglass in a cooling tower at Unit 3.

Arizona Public Service, which operates the station, says there is no fire at the station, and nobody was hurt.

That's good that that there wasn't a fire but what could cause the cooling towers fibreglass to smoke?

Any nuke plant experts here who can explain what could have happened to cause this incident?
